Flag Ritual Returns to Annapolis Chapel

Last fall Vice Adm. Jeffrey Fowler, superintendent of the Naval Academy, ordered that the American and Brigade of Midshipmen flags could no longer be used in chapel religious services. Today, the flags are back in the chapel, and those who pushed to get them there say the admiral is not.
